KINSHASA (World News) - Democratic Republic of Congo's government said on Saturday hundreds of rebels fighting its army in the east have been trained in Rwanda and Kinshasa accused its neighbor of "passivity" in dealing with the situation.

Government spokesman Lambert Mende stopped short of accusing Kigali of directly backing the rebels but the confirmation by Congo's government of reports that rebels had received outside help will strain relations between the former foes.

"The actions carried out by M23 (rebels) are prepared in Rwanda ... The government of denounces the passivity of the Rwandan authorities," he said in a speech on state television, putting the number of rebels trained in Rwanda at 200-300.
