Honda, 25, is already believed to have agreed terms with the Biancocelesti and just needs to pass his medical in order to secure a switch to Serie A.
Japanese newspaper Sports Nippon claims Honda met with Lazio president Claudio Lotito in Rome on Saturday to finalise the details of his proposed transfer.
Honda is currently out of action with a knee injury, but it is not thought that the problem will prevent him from passing a medical.
"It's true that I'm positive about a move to Lazio," Honda told Nikkan Sports on Friday. "The clubs are in the final stage of negotiations.
"But I haven't made a formal agreement with the club yet, and in today's football world anything can happen up to the last hour of the transfer window."
A move to Lazio will put an end to months of conjecture about the Japan star's future, with Liverpool, Juventus and PSG all previously rumoured to be pursuing him.
