Washington's last possession ended when Dallas linebacker Anthony Spencer stripped QB Rex Grossman in the last seconds to give the Cowboys (2-1) the ball and the win.
Romo, still dealing with fractured ribs and a lung injury suffered last week, threw for 255 yards while Dallas running back Felix Jones played through a shoulder ailment and gained 115 yards on the ground.
It was far from pretty for the Cowboys, though as Romo was surprised several times by premature snaps that hit him in the chest and also threw an interception.
The Redskins (2-1), who had surprised many by starting the season 2-0, took a 16-9 lead in the third quarter on a one-yard TD pass from Grossman to Tim Hightower but could not find the offense to put the game away.
Both teams kicked three first-half field goals to end the ha lf tied 9-9.
